Signing treaties for lowering Carbon Dioxide emission is a step as it makes the the country conscious of the environment. however there are a so much to be done by not only developed nations but by each and every individuals.

We have been polluting the planet for not just a decade so to make real effect its a very long time strategy plan that should be thought of.

First -consumer goods demands should be cut down.
Secondly- alternate renewable resources should be in use as from now.
Thirdly - educate people politicians about the importance of the environment preservation. (though they are not willing to make any efforts although aware about it)

If there was one, I'm sure the EPA would have long put it in force.

There is no single solution to the problem. The most common methods used today is with quotas, where companies are given a certain amount of allowed pollution, after which they will be fined. These are often set according to "state targets", a level the government has resolved to reach.

Companies that do not use all of their quotas are often allowed to sell them, providing an additional incentive to lower pollution, as well as have market forces distributed the quotas appropriately.

The method is far from perfect, I am sure, but so far it has been the most effective.
