The 10 C are used as a basis of determining what is right and what is wrong. From them have flowed thousands of laws trying to fine tune the exceptions. An excellent source of explanation of the commandments are books called catechisms. I would heartily recomment Luther's Small C.

Nowdays the Ten Commandments are mainly only used when obscure and little known judges want to cause a stir before they retire, and decide to hang them on the walls of the public courthouse before immediately emailing the media about a "hot story".

it was meant to be a simple way for people to have the basic rules to follow to be good. the full range of 671 rules of the jewish bible are too complicated for average people to remember, or even understand.
nowadays they are used as a political football. most of the people who say they want them in courthouses etc cannot even tell you what the ten rules are or interpret them correctly.
most of the rules are ignored or just disobeyed. sunday foot ball games is a good example as is pledging allegience to any flag of man. SUPER BOWL is a really big sin, even if there are no nipple showings.
the christians have co-opted them as their own but they were used by jews long before Chirst was born and other societies have very similar rules. ( like china and India) it does not take a reading of the holy bible of the jews to know that murder and stealing and lying, or adultery/fornication is wrong. people instinctively know these things and do not need any formal rules. unless they are stupid.

To condemn man in his sin, to show him that he's a sinner in need of a Savior.
