I have just been on the FBI Web site, checking out most wanted, and most wanted terrorist lists. Most of these people are considered 'armed and dangerous', including Osama bin Laden. A few, however, get the mention 'armed and extremely dangerous'. What's the difference? What qualifies a suspect for the mention 'extremely'?

1 The persons past history of crimes, 2 their psychological profile, which would show if they have any psychiatric disorders or personality disorders ( IE schizophrenia, bi polar, psychotic ) 3. evidence they currently have weapons ( armed and dangerous ) 4. and most important their likelihood to re-offend and continue in criminal behavior.
The FBI and cops often know which criminals have what risk factors just from reading all these sorts of profiles on them. Some criminals have VERY high risk factors by a combination of these and they are listed as Extremely dangerous or are listed as " A Clear and Present Danger".

I think that the standard between dangerous and extremely dangerous is whether the person has already taken someone's life or seriously hurt them. Just about anyone "armed" and criminal is going to be dangerous. The "extremely dangerous" has already shown he's willing to use the weapon.

Possibly because of the risks the person has taken, and sheer viciousness to others.
