Not enough information to give an imformed answer but these are one of the noisiest birds in captivity. Their call is usually a single monotone high pitched whistle which is painful to the human ear.
They can be taught to talk and are probably the best mimic in the pet world.

They are either hungry or calling out to a mate or looking for another to cherp back. Sometimes they cherp out of being curious but most of the time out of calling to others or hunger.
