It sounds like you're writing a business letter. If you're writing a personal letter - the sort of chatty thing that's been long supplanted by e-mail and instant messaging - you don't need to inculde the person's address on the first page of the letter. If, however, you are writing a business letter, then your name, address, city, state and ZIP code go at the very top (preferably centered in a letterhead-style format), followed by a few blank lines and the current date, followed by a few more blank lines, and then the person's name, title (if applicable), name of company, address, and city, state and ZIP. Then comes the body of the letter.
Now, if you're talking about addressing an envelope, the answer from the two choices you gave is "neither". The name and address are centered - roughly vertically centered between the top and bottom edges of the envelope, and roughly horizontally centered between the left and right edges of the page, with the longest line of type or writing determining your starting position.
The return address - your address - goes in the upper left corner of the envelope.

I'm old fashioned and do it correctly. I put it in the center of the envelope with my return address at the top left. The link below should help also. For example in top left I have my name, in middle the person it is sent to.

If you mean addressing the envelope, the address should start in the centre of the envelope. If you mean a formal letter, on the letter itself, the name and address should be at the top left.

Middle of the envelope is addressee's address. (To the person receiving it)
