If you have no income, some countries request the person accompanying you to sign an undertaking that they will cover any debts you incur whilst in that country and the cost of your repatriation if you run out of money. In other words, he is asked to be your guarantor. The letter is handed in with your passport to obtain the visa.

Some countries you do have to pay for a Visa, but you would not be handed a blank piece of paper by the Travel Agent. If you are an independent traveller you are responsible for obtaining your own visa and you approach the embassy of the country directly. They will send you the forms and inform you of the costs and how many photographs etc you have to send with the application. It is all very straightforward but you need to do it at least six weeks before you travel. If you are going on a package tour the operator does this all for you and it is part of the costs. So ring the embassy concerned and don't hand over any money to the travel agent.
