I am building a subdivision and the minimume size pond must be half acre.I want my entry road to go through the middleof the pond with a huge 10 foot colvert pipe style bridge.The problem is that a person says i have to ponds under half acre.I say i have one pond covered with a bridge.how do i prove that ??Plus is that still one ecosystem??

You may reason that you still have one pond with the 10" culvert pipe in the middle. The truth is that you will now have two ponds. You indeed have two separate eco systems, especially if the bridge is going north/south. you will have plants growing differently on and in both sides of the pond which is separate except for 10' opening.

Proof is irrelevant here -- you are dealing with bureaucrats. Ask the officialdom if a bridge across the pond is acceptable under any circumstances, and if they'll bite into that, then you can dicker about the details of the bridge.
