Would the dye work at all without mixing it with developer?

No. You need the developer to open up the cuticle of the hair. The dye is then allowed to enter the hair shaft and dispense color. It takes about 30 -45 Min's for it to be able to (develop) stay in the hair shaft.

Nope. The developer develops the color and makes it possible to penetrate the strands of hair.

no I don't like so that is what activates the color.
