Actually - vegas is now one of the FEW places were you can't get married in the middle of the night. They resently put a ban on late night weddings because most of them were people who had one to many drinks.
Now, if you are looking to get married on a whim, you may be out of luck - most states require a waiting period from the time you get the marriage certificate until the time you get married (1-2 days normally).
If you just want to have your wedding late at night - as long as you find a JP who will work those hours, you can do it just about anywere.

All you need is the marriage license and at least three witnesses. This a legally binding method. No reverend or judge needed.

Vegas stopped issuing marriage licenses 24 hours a day. The chapels are still open, you just have to get the liscense during the day.

Check with your state, but some states allow their notaries to seal people in marriage. The couple has to already have a valid marriage certificate, but the ceremony can be performed by any notary and at any time. They are only notarizing the ceremony.

Don't go get hitched on a whim. You'll regret it, I guarantee you that and getting divorced is a lot more difficult than getting married.
