Congress MUST declare war. That is the way our Constitution works. Once declared, the President, being Commander in Chief, then runs the war. Congress can vote to cut off funds that support the war, and the President can then veto it. Without a 2/3 majority override vote from Congress of the veto, the war continues.

Technically under the War Powers Resolution of 1973, Congress can pass a joint resolution that would require the president to pull troops out within 30 days. I say technically because the WPR has never been used and the constitutionality of the Act may be questionable. An easier way for Congress to get troops out of a place they don't want them is to cut funding. Cutting funding is politically risky though, and therefore probably wouldn't happen.

congress has supported the war until a few weeks ago. they have now asked the president to consider if the war should be continued.
The reason that congress has not recalled the troops is that the troops are doing fine. They view that soldiers have is much different that civilians.
I know a few marines who have been, and they are extremely upset that civilians ignore all the good they have done.

Yes, the congress authorizes war and can authorize the end of the war. The congress can also remove the funding for the war.
If the cryers in the Democrat and Liberal parties were really serious about getting the soldiers out of Iraq, they would submit an authorization to end the current war.
They speak, but nothing comes out. They whine and point fingers, but refuse to do anything about it. They refuse to offer up any alternatives or come to the table as concerned citizens instead of back-stabbing politicians.
Recall, it was the Democrats that demanded that they get their authorization for the current war on terror. They voted for it and signed their names. Now, they cry that there is a war going on, but yet are to spineless to actually do anything about it. It is because they know that this war is necessary for the western nation's survival.
And, no, you are wrong. The majority of this country outside of the few large coastal cities believe in this president and this fight against those who want to kill us... and you.
If the terrorists were to win, do you think you would have the MORTAL right to poste these kind of questions about them? have access to a free internet? Be able to live free and secure?

Congress can do what they did to get the US out of Nam. They can cut the funding and let the resources to conduct the war dry up. That will put many of our troops in danger but it seems the dummycrats think they are nothing but trash anyhow. The recent blurb by Kerry said it all. Although the dummycrats profess to be the party of the people they have mutated to be a bunch of self centered drunks and perverts that hide by pointing fingers at those who try and hold up this country.

No. Congress can't recall the troops. The President of the
United States has that power as he is the Commander-In-
Chief voted on twice by the citizens to run this country. The
soldiers overseas have volunteered to fight for their country
and not one has to go if they don't want to. Many have even
re-enlisted when their term has ended. I think we, the most
powerful country in the world, should go ahead and win this
war ...... not wave the white flag of defeat. If our soldiers
don't mind fighting for US, why the heck do you who are
not in war clothing griping? You ain't doing nothing, so hush
up and let Bush and our Military go ahead and win this war
as we have so many others. It does take time - every war
has. Sit back and watch it happen. You'll be glad you did
some day.

Bush's predecessor will decide when the war is over. His nauseating quote.."Stay the Course"...it makes me want to gag. The days of president as senior statesmen are clearly over.
Congress can't do it because it's an executive decision. Funny how we are in a "war on Terror" (whatever the crap that means...) and our country hasn't declared war on anyone.
