It depends on what you are waiting FOR.
If you have anger and/or bitterness over something your ex did (or didn't do), give yourself some time to get over it. No one wants to date someone who has baggage. Also, if you are on the rebound it isn't fair to the next girl.
If you are waiting in an effort to preserve your ex's feelings and remain friends, you might end up waiting forever. There's always going to be a little hurt at seeing one's former boyfriend with someone new, and you aren't really obligated to take care of her feelings.
Other than that, there's no rules about time. Enjoy!

You should wait until you are over her to date another, otherwise the unresolved feelings may be transferred to the next girl. If you are angry with your ex, then you shouldn't chance ruining what could be a great relationship be taking that anger out on another. If you still care about your ex, then you shouldn't transfer that caring to another who may not be as great as they seem.
Once you don't really have any feelings for your ex left over, then start dating whenever you find a new interest.

Depends on how long you were dating.
If you were dating for longer then a year or so you may need some time alone to get your bearings and try to remember what kind of person you're really looking for.
If you were dating less then a year I say, "go for it"!
