Is the rest of you light? Usually if you have a pigmentation problem on the neck, it would be from sun exposure or plenty of hair. The hair follicles will still be visible underneath the skin.
If it bothers you that much, simply grow your hair.

If you have spots of discoloration on your neck that look different from the rest of your complexion, stop scrubbing your neck immediately. Wash your neck gently and use shea butter, cocoa butter and try a gentle lotion/skincare product for skin discolorations (not skin bleach). After the discoloation disappears, tan in the sun to keep a healthy, even-toned complexion. Regular sun exposure (in moderation, with sunscreen) will help you keep a nice complexion.

There's a condition called Acanthosis Nigricans that causes skin to darken--especially behind the neck. It's in pre-diabetics or those w/ insulin resistance. If you eat lots of sweets that could aggravate the condition. It makes it look as if the back of your neck is dirty--sometimes it also effects the armpits, darkening them. It can be mild to severe.
The good news once insulin levels became normal again the darkened skin fades to normal.

Use sunscreen on your neck during the day and a skin exfoliator at night. If you're in the sun most of the day, pull your collar up or wrap a towel around your neck for protection.

It depends on your natural skin color. If your natural skin is dark, scrubbing will not help, it will only even out your skin tone. Try Glycolic Peel, it will help bring your natural skin color back much quicker and more effective than scrubbing. However again, if your natural skin color is dark, peel won't help. The only thing I can think of is whitening procedure which is done chemically, but you should get is done by a professional.

Perhaps you are trying to scrub away a natural difference in shading of your skin tone. Stop. It won't change. But it will benefit from moisturizing the skin there, just like the skin on your face.

Scrub with rubbing alchol and use cocoa butter or shea butter all this winter. Don't expect fast results to physically lighten your skin it takes time. This will make your skin softer and lighter but it will take time.

My friend had darker spots on her body (underarms, neck, etc) and it was becuase of insulain resistance. Google it, maybe this is an issue with you.

Get a rice exfoliant - I think they have them in Target - and use that it will exfoliant and use the rice as sort of a bleach for the skin
