I need help...he wants to go to college where he wants, how can I help him with this?

He wants to move out badly, but since she controls his bank account and everything, how can he successfully do it and enroll at the college he wants to attend?

ohh and yeah...his mom is rude towards me and claims that because he doesnt like ND, he is ruining the family although he hasn't talked bad about them or anything. She wont let him cook, clean or nothing, so he's completely clueless...he asks her to teach him these things, but she yells at him about it.

There is nothing you can do besides be supportive of him and help him to stand up for himself. No one should be forced to go to a school they do not want to go to, if he lets himself be forced to go there he'll only be unhappy and it will ruin his college experience. He's 19 so he isn't obligated to listen to his mom, if he wants to get his license he should get it, and he should choose his school. He should respect his mother but he needs to talk to her openly and honestly about how he feels and hopefully she will listen.

God Bless his Mom. Just wait and see how disciplined and well mannered this kid grows up to be. Other moms should take lessons from this mom.

The only way you can help is to support his mom.
