I have a friend who is from mexico. He just bought a car while he was here and will be heading back home next month. how can he get his car home, without shipping it. he does not have a DL but a friend of his does. but the car does not have tags on it and he would need a DL to get them in the state i live in.

He would want to talk to the Mexican Embassy or consulate to find out if he can take it home with him. And what if any paperwork he would need to have completed to take it home. Because will the Mexican officials allow him to take it back home since it was bought here? I really don't know.
If the tags are going to expire before he goes home than yes he may need to get the tags. Or can he talk to the people where he bought and see if they will give or buy another temp tag? That way he may not need to buy tags in the state you live in which means he would also need license.

Disassemble the car into part and have then shipped independently to his home.

um be legal and get the tags
