The leader exporter is the US and they are recognized as being the standard. So you need to submit letters to the various ministries of agriculture to learn the standards, restrictions or even quotas imposed on a food product. As cashews are a heat-treat food item, the ministries would need to be satisfied that the process was complete (few countries admit untreat nuts).

Here in New Zealand cashew nuts are popular and very expensive. I buy mine from Bin Inn, Grace St.,Invercargill NZ. They specialise in selling Asian foods. Approach them.
