There are free alternatives to Photoshop:
Paint.NET does 90% of all the things you want to do in Photoshop, but unlike Photoshop, it's not a memory hog.

GIMP is Photoshop's Open Source clone and thus let you do all the things you can do in Photoshop, but it's harder to troubleshoot.
