Well I guess the most obvious measure to prevent someone become world dictator is the lack of a world government. We have a system of sovereign states, no state can impose its will over another.

The Bible declares that it will come to pass, thus it can not be prevented. The only protection will be for those who keep the commandment of God and have the faith of Jesus. These are they whose names are written in the book of life who refuse to bow in allegiance to this power by taking his mark. God would not give such a grim warning and then not tell us what the mark is. It is not a computer chip or other form of ID. Please, the subject is about worship. Will you worship God and show allegiance to Him by keeping His law, or will you serve Satan, and show him allegiance by keeping man's version of God's law. In vain do they worship me teaching for commandment the doctrine of men.
God's law is the 10 Commandments written with his own finger on the tables of stone, given to Moses, housed in the Ark of the Covenant, and placed in the most holy place in the santuary. This sanctuary was patterned after the true sanctuary up in heaven where Jesus ministers as our High Priest. In the sanctuary in heaven is a most holy place with the true ark of the covenant, inside which is the original 10 Commandments. These commandments can not be changed or else Jesus would not have had to die for the transgression of the law.
Are you keeping all 10 commandments? Including the 4th which requires you to keep the Sabbath (Saturday) holy? Man changed God's Sabbath to Sunday worship. Who will you follow? God or man. This is the issue. God's law of man's law. Sunday worship and allegiance to Satan, or Sabbath worship which is a sign of allegiance to God.

I think its inevitable. I believe there will be a catastrophic worldly event that will usher this man into power. Keep looking to the Lord. He does not want us to fear the tribulation, it was not designed for believers. He will protect us no matter what. It will be a time of faith strengthening .
