Ok, so I see that tanning isn't the best solution. Is there some kind of skin bleacher? If so, what is the best, cheapest one? Is it temperary, or is it permanent, depending on how you take care of it? What are the risks if any?

actually a lot of cleansers have mild bleaching properties, it's your best bet. many japanese cleansers will have it- I don't know the name of the ingredient you would be looking for.

I think shiseido has a series that if you ask them they will know. it evens out your skin tone because everything is lightened to the same shade.
