This one is right up my alley. Perhaps not for you but I have definitely been there.
It can happen for many reasons...he's not ready etc...
In my case it was me that was changing his mind. I wasn't emotionally stable enough. I was the woman he wanted to spend the rest of his life with and am in many ways but life has done a lot of damage to me and I have a lot of healing to do. Today, I wear an engagement ring that he bought me. He wears his wedding band but to us, it has different meanings. It is a commitment to our friendship, our love and our dedication to one anothers happiness. Although I love him more than I could ever try to type. I realize that I did a lot of damage by not being honest with myself about very fundamental things I needed to work on. It's easy for us to put the blame on the guy (I did alot) but the bottom line is, sometimes we have to reevaluate ourselves. For me, I realized, I wouldn't have wanted to marry me either.
Sorry for babbling but this one really hits home for me.
I wish you the best and really look at the big picture. Sometimes we are too close to see it all.

As you can see, he probably isn't ready to get married. Putting a rush or a force to marriage may result in divorce. Maybe he just doesn't want that for himself or he may be afraid. Marriage is a big committment, it is not something that just happens, you really have to mean it. Maybe you should ask him what is going on and let him know that he can talk to you about anything, even if it is something you did.

I would feel hurt. Then I would lay down the law! Tell him to take it or leave it and set a date. There are plenty of other men out there looking to find Mrs. Right, and make sure he knows it.

Well set a date and make him commit. Tell him you cannot wait forever.

Do not however tell him you are dating another man and try to make him jealous. It could work both ways. It could make him hurry up or make him dump you for unfaithfulness.

i would feel sad buz i would think he would want to becuz if he loved me like he said he wouldnt have to change his mind!
