Is there any format that is about the same size or smaller as a MPEG file?

Avi is good video file, to convert it use total video converter.

of course there is. Its all down to the way the file is encoded. Download Windows Media Encoder for starters and convert an MPEG you have into an AVI or WMV file. Depending on your settings, the file may be smaller.

The more you compress a video file, the more quality you loose. There are certain types of encoders (codecs) that compress the files better than others, reducing the amount of image loss. DiVX being a good example of an AVI codec that does this.

Not that I know of. Why would you want to change it? If you want to play it on a tv dvd player you would need to convert it to .avi thru movie program such as showbix dvd 2 by arcsoft. Which would make the movie much larger.

MPEG is for still pictures. I don't think you can make a video from a still picture.
