It would have to be a lift threatening emergency for medicaid to cover breast reduction.

Unless it is causing a medical problem, Medi-cal or Medicaid, would consider this an elective surgery. Meaning it is not necessary, it is a choice. This type of cosmetic surgery is not covered by any insurance, private or government sponsered.
