The scientific effects would be the microbial bacteria that they carry. This bacteria is then transferred to humans by touching the surfaces that they have scampered or crawled on. The humans then unknowingly introduce it their systems through food that they've touched, like hamburgers, fries, nachos, and other common cafeteria foods. This doesn't even cover the droppings that are visible, but would be hidden in foods that we would eat in the cafeterias. If a mouse, rat or roach urinated and defecated in spaghetti, how would you know? You wouldn't until you got sick from it. Employees must wash their hands before returning from the restrooms, and this is human excrement that they are washing off. When they don't wash their hands, you have the salmonella or E coli outbreaks. People have died from this, and these were humans. One could only imagine the damage from rodents and roaches fecal and urinary droppings would cause. It would be assumed to be much worse, seeing as they rummage through sewers and garbage. Not to mention the parasites that would be present in their droppings. Rodents are huge carriers of rabies. Just like some dogs. In fact some rats are the same size as small dogs. The Public Health would be at risk if food were prepared in an environment that is under the infestation of these vermin. The roach, although quite the survivor, causes asthma in many people, due to the micro organisms that they carry.

The scientific effect? Humans would get sick, and possibly die from the high quantities of toxic bacteria being introduced into their systems.

Well, the black plague was carried by rats, and roaches carry germs on them, so the results would be terrible. Stomach viruses, as well as other things, would occur.
