what photo resolution would work?

I'm clueless about the printing process...can someone outline for me the process I might take to make this happen. Thanks.

Anything between 0.3 and 1 mega-pixel should be enough.

I have no idea how you could print these out in that quantity and make them exact enough to be shuffled or sturdy enough to be played with.

Search the web for a place that can turn your photos into cards.

A regular deck of cards costs about $2.50-$3.00

I'd guess somewhere between $400-$500 (minimum) on the low end of the price range for getting 100 decks done.
