Don't reinvent the wheel,
“Mental health and mental well being are fundamental to the quality of life and productivity of individuals, families, communities and nations, enabling people to experience life as meaningful and to be creative and active citizens.”

Your second statement is a great point!
Since the definition of illness requires that a symptom interferes with functioning, it implies that mental health requires a stable level of progress and/or adaptation to life's circumstances.
Nobody is perfect. Also, almost every phenomenon in this world can be rated on a continuum.
Therefore, I would say that there is a degree of mental health for each person on a range of categories.
If a person is successful at maintaining a balance on a majority of categories, s/he is healthy!

Mental health is a concept that refers to a human individual's emotional and psychological well-being. Merriam-Webster defines mental health as "A state of emotional and psychological well-being in which an individual is able to use his or her cognitive and emotional capabilities, function in society, and meet the ordinary demands of everyday life."
According to the World Health Organization (WHO), there is no one "official" definition of mental health. Cultural differences, subjective assessments, and competing professional theories all affect how "mental health" is defined. In general, most experts agree that "mental health" and "mental illness" are not opposites. In other words, the absence of a recognized mental disorder is not necessarily an indicator of mental health.
One way to think about mental health is by looking at how effectively and successfully a person functions. Feeling capable and competent; being able to handle normal levels of stress, maintain satisfying relationships, and lead an independent life; and being able to "bounce back," or recover from difficult situations, are all signs of mental health.

Anything that interefers with a normal happy life is a problem, if it is emotional or "mental" then it is a problem if it interefers. mental health is the state of mind that produces a happy and enjoyable life experience. Good luck!

i think as you say if you have an illness as such but are coping with it then thats the mental health side its nursing and caring for yourself or others with an issue until you are ontop of the illness rather than it controling you.
