It can be interchanged but its performance would go down.
Remember Emitter is heavilly doped,base very lightly doped and collector moderately doped, also collector is slightly bigger is size than emmiter. As the transistor is not symettrical in design so just by interchanging you wont achieve your results ...

Yes they are interchangable. However the transistor would not work very well if they are interchanged. A very low gain and power capability.

No they are not interchangeable within a given circuit. It depends on the current flows in the circuit. Could you be more specific?

Its totally dependent on what kind of circuit you are using....In some cases it is possible.....But be careful as if not properly done u might damage the circuit....
