It seems rather self-explanatory. The most important determinate of gaining your achievement is effort, or the one who tries the hardest will succeed. While I don't agree with the statement, it seems pretty clear. What do you not get?

Try moving the words around a little to help you understand.

Above all, effort determines success instead of
Effort, above all, determines success.

But, I agree with most of the other answers. It just means that the effort you put in is more important than anything else in determining how successful you will be.

I would think it means that the more effort you put into something the more you are likely to be succesful at what you are working at. We usually determine success by how much money or material things we obtain in life but fail to see our efforts as a reward and part of our success. So give it all you got to ensure your success. Less effort less success. If you go to get your car washed and they do a lousy job you probably are not going to go back to that carwash, right?

...Its the attitude, not the altitude that produces the results.
