No. You can not. Unless you fled the scene of an accident. But since your neighbor knows it was you i am assuming you didn't run. If you let her know and provided you information, then you did NOT COMMIT A CRIME.
You will have to pay for the damages, eventually but if it goes to court it will take a year or so just to get a judgement. And then you can work out a payment plan... All assuming her insurance company dosen't sue you first, that would be worse.

But to answer your question NO. This is a CIVIL matter. Civil matter are taken to Small Claims court and the only outcome, or judgement has to do with compensation in the form of money. There was no crime committed, unless you did it one purpouse and the police belieave that they have enough evidence to prove that. But you didn't do it on purpose, so don't worry about that

A CRIMINAL matter would end in arrest. Those are the ones that get blown up in the media OJ Simpson, Micheal Jackson. Stuff like murder, rape, assault, drug possession. You know, crimes. This does not apply to you

You will have to pay her. You will NOT get arrested.

3000 how fast were you going again? i got hit by a guy going about 20 on the front fender and it was only 1200 to fix i would get a camera and take lots and lots of pictures to show this minor dent i mean i bumped a lady in a prking lot at about 5 miles an hour and never even left a dent on the bumper, but i would get those pictures and i did a few web checks for parts to replace the entire bumper from the struts out and paint just the bumper would be about 1000 not 3000 sounds like she is trying to take you for a ride on the estimate you have the right to double check her estimate against aseveral other body shops

ok, you get with them and see if you can get another written estimate, If you caused that much damage, you are going to have to pay.

They can still call the police and file a report, you would get a ticket for no insurance ( large fine) and most liekly get your drivers licence suspended. You would not be arrested, but expect about 1000 in fines and losing your drivers license for a while.

And then they can still sue you in civil court and get a judgment , if they prove that is the correct damage by showing a written bid. After they get a judgement, they can merley garnish your wages to it is paid off.

So I would start talking nice and trying to work this out.

Probably not arrested but you will end up getting a fine out of it and possibly have to go to court. You should have called the police...they respond, even during rainy days. The estimate sounds ridiculous so you can force her to get 3 estimates, then choose the lowest. Good luck...and if this ever happens again...call the police! They will write a report that will protect your rights as well as hers

If she reports it to the police you could receive tickets for leaving the scene of a property damage accident and driving w/o insurance if it happened on the roadway. If it happened on private property, you can't receive tickets. Did she or anyone see you do this ?? Cause she, or another witness would need to be able to positively identify you as the driver.

It will, more than likely, end up in civil court. My advice would be to have her get at least three estimates and pay to get it fixed.

It's against the law to drive without insurance or uninsured motorist payment to DMV.

Actually you broke the law before you even hit her. Not calling the police when you clipped her adds to that.

About the most you can do is try to settle with her without calling in authorities or insurance companies. She's within her rights to call the cops, so you have to play nice and act nice.

No you won't be criminally arrested but you will be charged with Driving w/o proof of insurance. If you want tell your neighbor your getting insurance in a few days and once you get it have her file the claim.

NO. You wont get arrested, If she has insurance, that company
will pay for all of it but the deductible. Offer to pay for the deductible ( maybe $ 250 - $ 500 ). Expect to be sued and/or
court ordered restitution.

You have comitted "Failure to Perform the Duties of a Driver" and your excuse is total BS. Go to your neighbor and confess what you have done right away. If you don't, I hope your neighbor finds out who did it and has you arrested, you deserve it! If I knew who you are I'd call them myself. I hate low-lifes who hit and run!
