The biggest source of cash going to the Third World is wages sent back home by migrant workers; and that money will be far more widely spread among the people than official "Aid", which tends to go into large projects controlled (ripped off) by government officials and by Western ex-pats.

Generally, European Union spends larger percent of it's GNP in aid in third world and developing countries than US. However, where it comes to amount of dollars spent, US has the first place followed by Japan. Country that spends largest percent of it's GNI is Norway (European country but not member of EU)

Americans spend it too much on defense...based loosely on idealist ideologies about hidden secret cells and phantom enemy...much of which is a fantasy. It was the Soviets and now a muslim terrorist...the only difference is we knew who the enemy were in the 80's. Now, its saddam and iraq and then its turkey and then iran and then france and korea and so on.

True, America invests too much on the military and can not afford to spend on humanitarian projects. The Europeans are more open to the needs of developing countries.
