Yes, it is legal to own and shoot sniper rifles. You can even own and shoot a .50 BMG rifle. The problem comes in finding a place that will allow you to shoot it (the .50 BMG). I own a .308 caliber rifle with a heavy bull barrel and a 3 X 9 scope. It is capable of shooting better than minute of angle and would, therefore, qualify as a sniper rifle. In fact, until recently it is the rifle that the Marine Corps used. Of course the ones that they used were very tricked out and highly accurized. Without a special permit, it is illegal to won any full automatic weapon. There are restrictions on the kinds of ammo you can own. It is not legal to own incendiary ammo, armor piercing ammo, explosive ammo, etc. But as long as you restrict your shooting to regular full metal jacket, hollow point or ballistic point ammo you can own and shoot any bolt action, semi auto, pump, single shot, etc weapon. However, make sure that you carefully check any local laws or ordinances that may place additional restrictions on what you can own and shoot.

1st what is a 'sniper rifle'. That describes someone, much more than the gun. (i.e. if I am a sniper then whatever rifle I use is a sniper rifle) the Ruger 10/22 is a 'snipers rifle' and is used by the Israel's on occasion. A bolt action .308 could be a sniper rifle. So could a AR-15 in .223. So your question needs to be looked at with a bit more information. Since everything from the .22 LR all the way up to the .50 BMG is a "sniper rifle." (This also means that they are legal to own if you are not a felon, over the age of 18, etc.)

If you can own a rifle would depend on where you live, what the rifle looks like and when you bought it. In most states you can own a target rifle. As for owning a sniper rifle a rifle is only a sniper rifle if it is being used as a sniper rifle. I have a take down rifle that fits in a case like the ones you see being used on TV by the bad guys, in my hands it is a target and hunting rifle in the hands of a criminal it could be used as a sniper rifle. When you ask if you use if you can shoot a sniper rifle then you would have to be using it to kill others and for that you will go to jail. Never use terms such as sniper, assault, high cap mag or weapon when you do you are just playing into the hands of the nuts that think that if they take the firearms away from all of the good people somehow all of the bad people will just go away.

No, don't listen to the first two foolish sheep above me.
It is completely legal to own a sniper rifle...just understand that a sniper rifle is not a magic wand...it won't make you shoot like a sniper. It is simply a heavy barrelled rifle that has been optimized for accuracy and ruggedness. Perfect examples: The Savage model 10FP---what I have, but mine is 10FP McMillan, meaning that instead of the Savage factory stock, it has a McMillan...and I shoot pennies at 200 meters. Mine is chambered in .308 win, which is kind of a standard caliber.
Another outstanding example is the Remington 700 PSS. Completely legal to own. Even the Barrett .50BMG semiauto sniper rifle the military uses can be had pretty much anywhere in the USA.

BTW,
Very good response by the fellow below me...he is completely correct. Be very careful in your wording. To me, mine is a sniper rifle, as I treat it as such, and practice with it as such, not to mention in the not too distant future I will be a LE sniper...but, in the hands of joe-blow, target shooter, that's all it is; a very accurate target rifle...

Unless your sniping at people???
Just about any rifle with a scope could broadly called a "Sniper rifle." True Sniper Rifles are just fine tuned, match grade rifles. A Remmington 700 hunting rifle works the same way a police model does. One has tighter specs and more bells.

I Shoot a Tiika T3 Tactical and an L1a1 Military rifle both in .308 cal. I use them both for deer hunting also. You may want to check your local state regulations in your area and find out.
