In my opinion, Randolph Adolphus Turpin "The Leamington Licker" was indeed one of the best fighters ever to come from England. He beat the Great Sugar Ray Robinson when Robinson was in his prime and this was no easy feat. "Randy" was the first deaf person to win the Middleweight title.
Carlos Monzon made the town of Sante Fe, Argentina famous and inspired thousands of young men to become boxers including one Carlos Baldomir. Carlos was a street kid who learned how to box to make some money. Carlos had good boxing skills with power in both hands.
Carlos had the heavier hands of the two and was a bit more precise with his punches than Randy. There would be no knock downs in this fight just clean cut boxing and Carlos would win a close split decision.

Very interesting question Brent! Turpin was a bit more unorthodox than Monzon but a very good champion and good enough to beat the great Sugar Ray Robinson and nearly beat him in their rematch too. Monzon I believe had the harder punch and overall ring skills against the very talented Turpin. I believe that early on Turpin would give Monzon trouble and win some rounds, but then about halfway through the fight Monzon would start landing some big punches prompting the referee to stop the fight in the 13th round of a very good fight.
