Satan the deceiver is evil. He puts the notion in ones mind, but it is the person who willingly carries it through. They have a choice.

No, because there's no evidence of any kind that there is such a thing as "the devil." The concept of an evil opposite to a good god in religious mythology came for several reasons:
-- an attempt to have "balance" in the mythology
-- a way to scare believers who do bad things
-- someone to blame bad things on, since you can't really blame them on the "good" god personage
In reality, all the bad things that happen in this world come from US -- humans. Using the devil as a scapegoat is a cop-out in my opinion. Only when all humans face up to their own responsibility in doing bad things, and not say "the devil made me do it," can we make any real progress towards being kinder to each other.

The devil is the cause of everything bad. It was under his control in the first place, so yeah. Before the Devil convinced Adam and Eve to sin, everything was perfect.

The devil tempts people for bad. God has given him reign in areas of darkness. Also in the book of Job we see that God allowed the devil to cause all kinds of awful things to happen to Job. I think we must realise that God is Almighty and that satan is not. He can only operate where he has permission. But evil and badness is not of God.

Human suffering, however, should not be taken as evidence that God in not involved. These evils would not have occurred if He hadn't permitted them. God gave the devil permission to afflict Job, but He set the limits. Even when suffering occurs, it is because God allows them. Jesus assured us that nothing can happen to us unless it passes God's permissive will. God is faithful, He will not allow you to suffer beyond what you are unable, to bear.

Here is the TRUE story of SATAN and how he came to be. GOD was in heaven frolicking with his angels (Satan was HIS favorite. They had a "thing" going). GOD surprised all the angels present with the announcement of HIS most recent creation which HE decided to call MANKIND. GOD was concerned with this new creation as it fell well below his expectations. HE called on HIS favorite angel, SATAN, to go down to earth and assist these pathetic creatures in any way possible. "With all due respect," SATAN said to GOD, "I have scanned your creation and you really F**KED-UP. I don't want anything to do with them. They are a stupid, selfish lot and they smell bad. I want to stay close to YOU". GOD was displeased with SATAN. "You do as I tell you," saith THE LORD. Stubbornly, SATAN replied, "I will prove what a worthless lot they truly are. I advise you to stop wasting your time with these losers." SATAN went down to earth and found a WOMAN with a kettle of boiling water on the stove. "Pour the boiling water on your baby," he whispered in her ear. And without a thought the stupid human female did just as SATAN instructed. GOD was unswayed by this overly dramatic demonstration and immediately ordered poor 'ol SATAN to live amongst MANKIND until further notice. Over and over again SATAN stages a demonstration of how unworthy we are but GOD remains unmoved. The 6 o'clock news gleefully reports these various acts of SATAN. Live coverage of a perp claiming, "The DEVIL made me do it." always makes for a good show.

Actually, I've never figured out why God hasn't been able to control the Devil with his little finger.
I always assume that God was stronger and, since God created everything, then he must have also created the Devil.

Not controlling, no. Satan has to contend with the free will of humans and other spirits too.
He can have an influence, and he can certainly make highly tempting offers, but he can't control in the proper sense of the word.
