MPEG-1 Audio Layer 3, more commonly referred to as MP3, is a popular digital audio encoding and lossy compression format, designed to greatly reduce the amount of data required to represent audio, yet still sound like a faithful reproduction of the original uncompressed audio to most listeners. It was invented by a team of German engineers who worked in the framework of the EUREKA 147 DAB digital radio research program, and it became an ISO/IEC standard in 1991.

MP3 is a format for storing and transmitting sound. MP3-formatted sound is usually dealt with as a file that can be saved on a computer disk or stored in the memory of a portable MP3 player. These MP3 files are much like document and spreadsheet files in that you need additional software to actually use them. In the case of MP3 files, you need software in order to either listen to the music on your computer or to download it to a portable MP3 player that you can take with you wherever you go.
MP3-formatted music doesn't always have to be a file saved on your computer or some other device. In fact, you can listen to Net radio stations playing MP3 music without needing to permanently store an MP3 file on your computer. The MP3 format has two key features that make it very exciting:
MP3 compresses the audio so it takes up much less disk space
The big deal about MP3 is that it lets you store music in a way that takes up much less disk space than other typical formats, such as WAV files. In fact, MP3 can squeeze audio into less than one-tenth the space it normally takes up on a CD.

The Motion Picture Expert Group got together to compress video for movies - the video is known as MPEG, one of the sound compression techniques is MP3 so it stands for Motion Picture! It sort of works by turning off things that aren't needed like if you were recording a band turn of the microphone to the drums in between beats...
