You could try being honest.
I know that doesn't come naturally for many women, but give it a shot.

You need to answer him somehow. You could say you're not my type, make up that you have a boyfriend or something, but let him know that you don't want to go out with him and tell him why. If you can't do it directly over the phone or in person, then call him when you know he's not at home and leave him the message that you don't really want to go out with him. Do not ignore him otherwise he'll think you might like him, but just haven't answered yet.

Sounds like you need to get a little backbone. You can let a person know that you are not really interested without feeling as though you have devestated them.
In fact, the highest form of respect is honesty. Making him chase you is pretty disrespectful and cowardly. If a man asks me out and I'm not interested, I just say:
Thank you so much for the invitation, but I want to be completely honest with you, in fact I would find it pretty disrespectable if I wasn't. You'll do much better asking a girl out who has more in common with you, I couldn't possibly make an evening out enjoyable for us.

Put yourself in the guys shoes. Call him back, if you don't it is going to make things 10 times more awkward next time you see him and it is just rude. Just be honest with him and tell him that you aren't interested. Definitly don't go out with him out of guilt and lead him on...just tell him the truth.

Yes...Not picking up and ignoring his call is pretty rude...But you could use that as a last resort...Try telling him the truth...You're just not interested....You'd rather be friends...If that doesn't work then feel free to ignore the phone calls...

Tell him the truth. Would you rather have a guy ignore you so that you think "What if he likes me and is just shy?" Or would you rather have him tell you he doesn't like you so you can move on? Follow your heart...
