These noises arent there all the time, but just occasionally. I have heard these same noises on other electronics as well, so I know it isnt the tv itself. Any ideas?

It could be electro-magnetic interference or ingress. If your house is older then you probably have a grounding problem (most older houses have this problem). If you are using an antenna your antenna wire might be too close to something electrical (maybe a wire in the wall). Maybe your actual voltage in your house is just a little off, 125 volts instead of 120 like its suppoed to be. Not much you could do about that. Cheapest fix I would suggest is a surge protector that also has a cable in and out.
