Does Belgium have a site on Yahoo Answers?

No, thought the French speaking Belgians can use the French site, the Dutch speaking people have to use the English or French site. Like the Dutch people (Netherlands) they can not communicate into their own language.
What is possible for 7.5 million people of Hong Kong (or the 4 million of Singapore) is not possible for 22 millions Dutch speaking people (6 million Flemish and 16 million Netherlands).

Maybe.. Saying that they'd probably just use the French one: same language and Belgium may be considered a bit small to have one all of it's own. I'd say they use the French one

look at the flags at the bottom of the head page I don't see any flag of Belgium so no

No. But many Belgians speak English or French. Or German. At least Dutch.
