IIS - Internet Information Service is a free program available in Windows XP that allows your computer to act as a web server. To use it, open your 'control panel' and double-click 'Add or Remove Programs'. In the column on the left, select 'Add/Remove Windows Componants', check 'Internet Information Service (IIS)' in the box that comes up, hit the 'Next' button and follow the instructions.

It really depends on what you want to do. Windows Server Software is very expensive.
