Nobody seems to have taken into account pressure from the water, which might stop the tears coming out. I'd have thought actually that if you open your eyes underwater you will cry to protect them from the water, but you can obviously go through the emotions of crying. For example when you've done a belly-flop, somebody's dunking you, drowning yourself etc. You wouldn't feel the tears but you would be able to tell you were crying.

Because we cant breath under water, I would say NO we can't cry under water.

Yea: I've done it! Don't ask me what I was doing underwater to have an emotional moment that strong to cry, but I did!
