Russia sold nukes to India and U.S. sold them to Pakistan for balance. They do fight over Kashmir, but never with nukes.
That's how it was between Soviet Block and NATO 20 years ago - balance of nuclear power guarantees no nuclear war..
Or does it?

The cold war and the arms build up was based on the promise that no one would start a nuclear war if they new the pay off was mutual annihilation. India and Pakistan have their problems, but neither one has publicly admitted that they would gladly see 1/3 of their population die if they could wipe the other off the face of the earth. If you fear your enemy will drop a nuclear bomb on you, your only option is to be able to retaliate in kind (mutual destruction threat). I feel that if you have good allys with nukes, then you should sign a treaty that would commit them to nuking the country that nuked you. That way you can at least claim a higher moral ground and still have the mutual annihilation working in your favor. Only when a country believes that mutual annihilation is not that bad of an option, then all the other countries that are odds at them in any way will not be comfortable with them having nukes.

India and Pakistan have been in an arms race for years--and they are both too big and bad to be told what to do by the UN or the US. It was scary for a few years, but these countries do understand the concept of mutally assured destruction, so I doubt they'll go nuclear when war happens between them. It may even lead to a weird uneasy peace/cold war, similar to that between the US and the Soviet Union back in the day.
We should prevent nuclear proliferation among countries that do not have the capability, to be sure a regime who doesn't understand the consequenses of their use doesn't control and use nukes.

Well lets see.......We supplied India with theirs, I'm sure, like little kids, standing right in front of you, you can't give one a Hershey bar, without giving the other some too. I'll clarify, we gave them the material(India that is) It's been so long ago,I've forgotten exactly how Pakistan acquired theirs....it may have been the Russians, I remember reading something about that. We contributed to Pakistan's arsenal, as did the reds, there in was the problem, our stuff and the russkies weren't compatible. Knowing the underhanded US, they must have worked it out, they have a cave full.....LATER
