What graphics tools do you use, if it is paint, then you can open the file, press ctrl+A to select it all, then grab the bottom right hand corner, and hold shift when dragging it to make it smaller, then "save as" a new file, or use some other program like Microsoft Photo Editor, and in the image menu select "resize".

Stick 'em in the tumble drier on a high heat for 30 minutes. I find that shrinks everything a good 2 sizes. Works every time.

Use a free batch conversion tool like PIXresizer -
http://www.snapfiles.com/reviews/PIXresizer/pixresizer.html
you can convert a folder full of images, use a slide control to set the image size you require, choose an output destination and click on save pictures - very easy
here's a screenshot

Use a photo editor and convert them to .jpg format, better compression and less disk space used. Microsoft Paint will do this but there are MANY other better programs out there, even some freeware versions. If you have a digital camera it probably came with photo software.

If you have Microsoft Office on your computer look in Programs for Picture Manager. You can resize and/or Compress them easily. OR in WORD you can "Format...............Picture" and then "Size" them.
