I just saw a device for this the other day on television. It's become invaluable due to the situation with so many people with photoshop and the ability to manipulate images.
It wasn't software for the computer, but a hand held device they showed.

The best way to detect if a photo has been manipulated in photoshop is simply with a trained human eye. A lot of untrained people use Photoshop and use it with the profeciency of a drunken chimpanzee, leaving behind those trademark tell-tale signs of manipulation that us professionals can tell. Conversely and surprisingly enough Photoshop can be utilized to check to see if images have been manipulated in the darkroom, in particular images that have been bleached,repainted, and rephotographed. Recently, through the use of Photoshop, it was discovered that a lot of the images of 1906 earthquake in San Francisco were altered in the darkroom.
As far a handheld device being used to detect a photo, I have yet to hear of anything of the sorts.

no software. as a mater of fact this can be pretty difficult. most files are in tiff or jpg by the time you get them and the tag data is already changed.
