It isn't a have to be baptized in water. It is a get to be baptized in water.
Special blessings happen to us when we are obedient and are baptized in water to tell the world that our sins have been washed away in the Lord's Redeeming Blood.
Once we are born of God, we are made the righteousness of Christ (covered by His blood), so we get water baptized to tell the world of Christ Salvation.
We don't get water baptized to be made righteous. That would mean that taking a bath made us righteous. No, we are made the righteousness of Christ, so since we are righteous, we get water baptized, because that is what righteous people do.
Just to correct someone else, Being born of water is what happens to very one of us when born into the world (birthing water bag). Being born again (redeeming blood) is a spiritual birth. The first birth is flesh & the second is spiritual rebirth.

No although that is the usual method and the one that should be used after someone has come to the conclusion that Christ is the answer. There are other forms of baptism -- Desire. In other words you would like to be baptized but something keeps happening and it doesn't happen without any fault of your own.-- Baptism of Blood. This is where you are martyred for love of God. Sometimes there is such a thing as a dry martyrdom which is when you ignore your own safety and speak up for your faith without being killed, you have still put Jesus before your own life so it counts too. Many people have this dry martyrdom today -- even on this site.

Yes. Then afterwards baptized by fire - meaning baptized by the Holy Ghost.
All of this must be done with proper authority.

Yup! people use all kinds of things to hold enough water to baptize. I have seen huge garbage cans, water troughs, bath tubs... any thing. Heck.. years and years ago they had to break the ice in the creek to baptize my grandmother! (she is 85 today!)

After believing- yes- they should. It is our outward expression of faith and God asks us to do this- BUT this is not what gets you saved.
You must first BELIEVE in Jesus and what he did for you on the cross- repenting of your sin and trusting Him as your Savior. Then be baptized.
Mark 16:16
Whoever believes and is baptized will be saved, but whoever does not believe will be condemned.
Acts 8:12
But when they believed Philip as he preached the good news of the kingdom of God and the name of Jesus Christ, they were baptized, both men and women.

Water represents the cleansing of a person, the washing away of their sins. I am sure it could be done other ways too, but water represents this best.
