You should kick him and then take it from, so you can use. Just kidding. But have you told him you think its wrong? You should try and make him feel guilty and hopefull he will give it up!

I would say make an ANONYMOUS report to the police that you have knowledge of the falsification of these handicap parking passes. Tell them exactly what you know, i.e. the pass is falsified and purchased on the street for $30. Then let the police take it from there. You never know what other items the people that he bought it from are falsifying. By reporting the falsification, you are helping to fight criminal activity, so do what is right. A handicapped person is deceived everytime a falsified pass is bought, and that is just plain disgusting...

I think a lot of times the owners of those permits hand them out to relatives or friends. Also, when an elderly person dies who owned one, their grown children tend to use the handicapped permit for the rest of the year or 2, until it's expired. Other than that, there are some disabilities that don't show up immediately, like my mom had a H permit because she had Spinal Stenosis. She could walk a little, but beyond several feet it got very painful for her to walk, but someone may have seen her get out of the car and appear fine at first.

Since it is definitely illegal (buying something off the street typically raises the red flag for such), I would approach him and ask him if he intends to continue using an illegal pass such as this? If he begins to deny any part of it being illegal and begins to find excuses for keeping it, then let him know the truth..."hey bud, either stop using it and ditch it, or I will turn you into the authorities." It is a minor thing, but the fact is this...he is above all else using something that is illegal...not just the fact he is not handicapped. He is getting away with something illegally, and it will catch up to him. And since you know what he is doing is wrong, explain to him that you have to do the right thing even though he chooses to do the wrong thing not just for yourself and your concience, but for him and others. If he does not understand that, then he has a lot to learn and growing up to do. Maybe a dose of someone doing the right thing though it may bite him in the behind might begin waking him up.
Always do the right thing. You will know it is the right thing when you know you can live with the results the rest of your life; even though it may hurt for a little while to begin with.

Cut off his f)ucking leg so he will have a good reason to park up front. Or mind your own business who gives a s)hit about a bunch of handicap people anyway. I dont think they should be allowed to drive at all, they get in the f)ucking way. While I am at it old people should stay at home as well. Go get a life and leave your friend alone you cockblocker.

When he parks in handicap call the store manger of the building, and let them know that he is not handicap, what they will do is run the numbers on it, and if none of his info comes up he will get a fat ticket and learn a fat lesson.

If he is your friend, tell him what you think of this and tell him what you think he should do. However, it's not your place to report him. If he wants to do this, it's his problem.
You could stop seeing him for a while if he really gets on your nerves and tell him the reason you are doing this. If he values you as a friend, he'll do something about that.

I would report him. We had this happen to a guy at work and some one reported him to work and to the authorities. I know at work he was told not to do it any more and if he was caught there would be punished, I dont know how but he would be. As far as the authorites I dont know what happened. His wife is handicapped so they couldnt take it waya from him.

Report him anonymously to your local DMV giving them the ticket number. They will investigate it and he'll probably need to provide a doctor's written certification that he needs it.
Thank you for having a conscience.

Break his leg. Then he can use the pass with a clean conscience.
