It is an Army Corps of Engineer second lieutenant jacket. The Castle is the branch identifier and the brown/gold bar is the rank of a Second Lieutenant.

Sounds like the jacket belonged to an Army officer. The brown/gold bar is a second lieutenent rank insignia and the black castle means he/she was in some kind of Engineering battalion. He/she was probably an Executive officer or something?
