any speed cna hurt someone if they aren't expecting to get hit by a moving vehicle. It could make someone's leg bend in a funny way. Just like ANY pressure from ANYTHING could do the same thing. But if there person knew it was coming and could brace themselves, I'd say 2 mph.

Expound on hurting? Traumatically any 'blow' by a car is even psychologically painful! People do hit parked cars so that damage is painful to the driver and the owner. Are you asking someone to run on two legs and smash into a car and report pain on a level such as 1-10 ,hmm?

This will depend on many different factors.
What kind of person? Is this a baby, a 300 pound weight lifter, a 90 year old lady?
What kind of car? Is it a Honda Civic or a Hummer?
How do you hit the person? Bump into his butt, hit his knee from the side, hit him but he unexpected falls head first?
How do you define hurting? Is scrape and bruises hurting, is internal bleeding hurting?

My friend David hit my friend Mike going about 15-20. Mike rolled over the car and only got a bump on his bum when he hit the ground. We thought he would be dead.
This was 21 years ago, btw.

even 1 mph could cause damage depending on the person you hit, their position, balance, etc.

i would say 0 mph...if it's moving it could knock you over..i worked in a car wash when i was much younger and those cars go real slow and stupid me got my foot ran over...
