concrete is the way to go,it's your cleaning method that needs some work.it's also good if you can allow some dirt and grass in the area just for the purpose of allowing the animals a cooler,and softer surface to play and relax.a total surface of nothing but concrete is cruel .i would suggest a power washer or some good soap with a stiff bristle broom.

A KENNEL?
Your dog probably wants attention. If he smells like pee then he's probably wants human contact to clean him up just like my cats. I think he may feel neglected or isolated.
My cats poop!!!!on my couch if they need their litter boxes cleaned. how aweful eh?!? but if u think about it.... i wouldn't want to step inside a dirty box either so i try and keep it clean all the time. no fun.
I dunno why your dog has to be in a kennel at a home but it's a good idea to put those rubber mats so pee will leak through it and less pee on the dog. And using those pressurized water sprayers to clean the cement is ideal i think. If u use steam cleaners then u gotta soap it before u smell the hot pee vapors. yuck.
oh and in time your dog will have feet problems if he stands on cement all the time. i saw this horrible zoo keeping their gorillas on cement all the time and their little fingers rotted away. i think it's poisonous to the flesh or something. it was so gross.

Great start with the concrete for disinfecting purposes, but I know what you mean.

Put pine shavings over the concrete; they will absorb most of the urine, help cover the poop and be softer for the dog.

Pick up at least 2 x a day, including the wet shavings. When most are gone, disinfect concrete and start with a new batch of shavings.

Keeping a dog in a kennel is cruel and concrete is cold. Maybe you should try living in the kennel for one day and see if it is a suitable place for "man's best friend." Poor dog.

You might want to look into the rubber mats that they use in locker rooms that have channels underneath. They would keep the dog out of his urine for the most part.

perforated rubber mat, it is about 1/2inch high. they are used alot in businesses where the workers do alot of standing. I have seen them at sam's club and menards. they can easily be pulled out and washed with a hose.

wooden slats over concrete floor. Wood slats can be removed from time to time for cleaning.

If you would clean it more often , you wouldn't have that problem .
