I can't speak about Sao Paolo, but in Rio we found casual clothes, and sandals or comfortable walking shoes were good. Don't take any jewelry. In Rio the beaches are great. You have to see Sugar Loaf Mountain and the Christ the Redeemer statue. We took buses in Rio and walked a lot and always felt safe. Cabs weren't too expensive. There is probably a coach from Sao Paolo Intl. into the city... there was in Rio. We took it and it dropped us off one block from our hotel. Brazil is a big country. It's easiest to fly around.
