Your lake will be stocked with Rainbow trout soon and use the Power bait, Orange with glitter. Summer time they stock with Catfish and can be caught off of many things.

Tilapia is a salt-water fish my friend. The other thing is, that I've heard you don't want to catch a wild tilapia either. They're supposed to have a very muddy flavor (more so than catfish, though i love catfish). Most of the tilapia found in stores and restaurants is farm raised. Good luck with the lake fishing though!

Since tilapia are a salt-water fish and you are fishing in a fresh-water lake, you certainly may use any type of bait you like. Just be patient...very patient.

As they are aomnivorous and preffer aquatic vegetation and detririum it wouldn't really be a big difference the bait you use. Just keep trying.
BTW
"Tilapias inhabit a variety of fresh and, less commonly, brackish water habitats from shallow streams and ponds through to rivers, lakes, and estuaries"
