Sounds like an easy extension to your house, especially if you are talking about one with no plumbing in it. Without knowing all of the details, it is hard to guess that it would work. One issue is how to extend the roof of said addition, so you will need to solicit a bid from a general contractor (I would get at least 2 bids). Just explain to them what you would like to do (a sketch is helpful), and let them do the detail on it. Most contractors will provide a free bid in hopes that they get the work. I would go ahead and have them quote your shelves, too. Good luck with your project.

$40-50 a square foot for fully finished space (foundation, insulation, drywall, flooring) sounds a little low to me, even without any plumbing. Contracted out, depending on what part of the country you live in (and how fierce the local permitting system is), twice to thrice that might be encountered. Some jurisdictions make you totally upgrade everything to code before they let you do an addition.
If you have any kind of winter, you will have to extending your heating system, and if you have central air, you will need to factor this in too.
A garage-sized extension is a lot of space, 1000-1250 square feet. An actual oversize fully attached 2-car garage costs about $30,000 where I live, in the sticks, with nonunion labor -- and this is not finished space.
This is not something for the fainthearted. It helps if you have a reliable contractor whom you trust. A bonded contracter is very expensive. An awful lot of contracters are unreliable, and even untrustworthy.

Yes you can do that, if the lot has enough space and you get the proper permits.
I would look under remodeling or home builders.
You can probably expect to pay about 40-50 a square foot as a rough thumbnail.

Yes you can do it. You will need a permit. Look for home renovation companies in the yellow pages.
