He can't because he WON'T. There is a difference. You need to encourage him to try to clear up his warrants and if is working with the courts they may be able to work with him. In the worst case he will have to do his time. He is using you and does not want to be responsible for his own actions. He is choosing this course. I would NOT encourage you to support him.
My husband is in prison due to stupid probation violations and he is serving his time. When he gets home, we will be working together on him finding a job and means of transportation. But my husband knows I will NOT support a capable adult and I will NOT do his work for him. There is a difference between empowering someone and doing the work for them.
My husband knows if he was in prison for a violent crime and not taking actions to correct his mistakes, I would not be with him. He also knows I will help him if I can, but he has to meet me half way.

If I'm hearing you right; you are saying he has three warrants, can't drive, but has a job, yet doesn't help you pay your bills?
I think you already have the answer to that one. You know that one has nothing to do with the other. You can do badly all by your self.
Love yourself a lot more and let him go. Make a rule for yourself: If a guy can't bring anything tangible into the relationship; you don't need him.

I like dump the zero and find a hero.
Toss him to the wind my dear. Listen to that old song "50 ways to leave your lover", get yourself all pschyed up and do the deed. The sooner the better. Trust me, this guy is never going to be the guy for you. Once he's in jail he'll cling to you like electrically charged plastic wrap. Lose him now!

Girl, you can do bad all by yourself, let that sorry *** so called man go, you'll get over it and plus you'll have a little change in your pocket, but as long as you stay with him you will continue to pay his way, no woman should have to foot the bill for a sorry a$$ man.

Sometimes the court allow people like your boyfriend to drive only to work and back. They have a monitor on the car.
