Be patient. Birds have a regular routine of feeding and it may take them a while to find your feeders, especially right now. There is still an abundance of natural foods out there, since it is autumn and everything is going or gone to seed! Once the food sources start to disappear due to eating or snow, etc., birds will definitely find you. Once they do, they will always come back.

You may have the wrong food out for the birds in the area... birds are picky too.. they only like a particular food... so if you see any birds at all in your yard, take a note of what kind they are, and find out what kind of food they like...also squirrels might be eating the food also, so the birds are staying away.. you could also get a squirrel feeder.... you could try and bird house too... sometimes birds are more comfortable if there is a bird house... but with that you need to know what kind of birds are around...a bigger bird won't fit into a small hole...

Depends on where you live. Some cities are actually too polluted for anything but pigeons.
If that's not the case, you may be offering the wrong food for the time of year and the birds present at the time. I don't know where you are, but in the USA, winter is coming and most birds have to go to warmer climates.
Call the local wildlife rehabilitators. A vet will have the numbers. Get a crash course in bird life in your area. They will be happy to tell you what to put out and even give you numbers for local bird watchers clubs. They will have lots of information for you.

Where are you located and what are you serving up?
How close are the trees to the house and are there any predatory animals in the area? Cats, dogs, foxes, etc.?
Knowing this might help us determine what the situation is.
If it's cold where you are, you might want to do suet and seed blocks. You might want to offer up some fresh water that isn't frozen. Peanut butter pine cones with seed are good too.
always look at the environment when you are trying to work with behaviors.
You could have a regular "Birdy Buffet" going, but if it's too threatening, they won't show up.
So take a look, describe the situation and maybe we can come up with something for you.

there might be a meth lab nearby. my sister owned some property in a woodsy area but there were no birds because it turned out there was a meth lab at a home nearby. apparently it kills the birds so they leave the area.
do some research to see what birds are in your local area to find out what might lure them to your backyard feeders or bird bath, if they still don't come it may be something nasty like a meth lab. :(

It might take them awhile to notice. Assuming you've got something they'd want in the feeders (sunflowers are always a safe bet) they'll show up before too long.
